It could be a good compromise but it's fairer if we could somehow show all active witnesses and find a way to handle the inactive ones. There are two types of inactive ones, those who are only disabled temporarily (fixing a technical issue etc...) and those who have stopped witnessing.

There are potentially many solutions:

• have tabs Active Witnesses | Inactive witnesses
• hiding Witnesses not producing blocks for over say 90 days and grey those who are not producing only recently
