Witness Upgrade - Quick Note

Just a quick note to our stakeholders:

Our witness is currently offline awaiting a server upgrade. We got a chance to upgrade to a better quality machine without undertaking additional costs. It'll be back and processing blocks when we're done. It is not "dead".

It is disabled as the backup is also undergoing an update. We didn't want to leave just one server running without a backup available.

More information will be provided once everything is complete.
