I think this system is kinda fair, it doesn't mater actually the vote, but the Vest that the user have will determine the imortance of the Witness vote.
So, it might be hard for an unknown user to get to witness, but if he/she do a good job it will get enough recognition to be witness, kinda like you, I remember how you ascend like a rocket for being good for the steem enviroment.
