The change in hard fork 19 ("hard fork" basically means mandatory software upgrade for the blockchain system which Steemit runs on) may help out new comers because:

  1. Their vote strength (compared to bots) will be more influential. Instead of being based on 40 votes a day, it's based on 10.

  2. Rewards will no longer be quadradic but linear. That means as more people voted on a post in got more and more of the reward pool. The new system means the strength of the votes will apply directly to the reward for the post, not the strength * the strength like it is now. In theory, this should leave more of the reward pool for posts which aren't on the trending page.
