Well, keep in mind that some witnesses do work behind the scenes. Just because they aren't reporting doesn't always mean they aren't hard at work. (Although sometimes it does..) Also, some witnesses (like myself) don't report every single week, so you won't always see them in the weekly report. I prefer to write a report around once a month.
