Witness Update clayop 2017/03/29

It has been a long time since the last update. I have updated v0.18.0 today and has been keeping my SBD policy now. Recent SBD price spike is really weird so I am paying attention on this.

Regarding hardfork features, I am glad to see we are building consensuses and improving the way to do that. Thanks for all the community's effort!

(This post is short since I am super busy now to wrap up things. Sorry about that)
