Witness clayop update 2017/7/19

To address a bug regarding "bandwidth" issue, I have updated my witness and seed nodes into 0.19.1rc1. But I am still running 0.19.0 to prepare unexpected bugs in the new release.

I also temporarily changed my witness vote to push up 0.19.1rc1 witnesses to better help with this issue. My voting slate can be back when majority of witnesses are on the new release.
