• code reviews (0.16.2 and 0.17 related)

SBD pegging policy:

• No change so far.
• Current parameters: APR 5%, price feed bias -0.1%. As of writing, market price of SBD is about 0.996 USD per SBD.

Witness voting:

• Currently I vote for the ones who: produces blocks stably with reasonable version, running a seed node, working on a project / is active ( price feeds / SBD policy / version upgrade / post / comment / chat and etc ). (may be subject to change)
• @complexring and @arcange were removed from my list due to node stability issue. (I'm running a bot that automatically unvote a witness if she/he missed 5 blocks in a row)
