Wikileaks
Wouldn't Steemit be a good place for Wikileaks to find funding for the reward?
I'm not Wikileaks, so don't give me an upvote and think that it'll go towards the reward. But hopefully someone in our community could bring them that idea.

A developer has already indicated that steemit may be a great tool in these matters you describe, not only to increase a potential reward but also to incentivize the sharing of a government secret even further.
I apologize for not providing a link, it was a comment on another post from a developer and i cannot recall which post exactly, but the use-cases for wikileaks-like matters has been considered.
I will try to find my way back here if i stumble upon the post again.
