Here's an idea - the issue and problem with whales is self-created and so the mechanisms for control against that goes away with the elimination of whales. All you need is a matrix system like YouTube uses (except, that actually functions properly for promotions) to determine what is the most popular.

Whales are the opposite of emergent engagement and enjoyment.

You're literally having bots upvote your posts.
That's stupid in terms of stability.

It's why there are so damn many posts about whales, rather than the other content the creators here, such as yourself or myself, are making.
