young whales will show up from steemit member that loyal and active build steemit but they need time to proof that they are worthed. Its also old whales duty to guide that young whales to the surface.
On a common forum old whales = super moderator, and young whales = young moderatot. Old whales can choose a young whales bassically from the tag that he know, example someone expert on travelling tag he can be young whales on travel tag etc..

I am not expert on managing community , its just my idea for better steemit.
