If you understand anything about entrepreneurship, government, and politicians, this should be the most hilariously stupid idea in history.

Yes, brilliant, take money from people with a demonstrated track record of success as entrepreneurs, launder that money through government (which would rather clandestinely spend it on bombing people in other countries), and then let the least qualified people on the planet devise an insanely expensive and assuredly useless state-run program to teach people how to do the thing that they're actively punishing through the tax code.
