You have to understand that governments are only able to govern because they have a monopoly on violence in their lands.
If a government used another way to get cooperation they wouldnt be a government.
That is the fallacy of being governed. People have to have a reason to give up personal soverignity and that reason is the threat of violence or incarceratio today.
I love this perspective, but in Switzerland they have no Military and they rarely have civil unrest not to talk of War...
Even in switzerland they have a military and police agencies.
War evades them because of their strategic location. But they still spend 4 billion a year on their military.
