DE1 & DE3 migrations and UA2 replacing

DE1 and DE3 (Frankfurt, Germany) have migrated to another datacenters in Frankfurt. The default OpenVPN and SoftEther configs of DE1 and DE3 (domain name based) were not changed, the configs based on IP were changed.

UA2 (Kiev, Ukraine) was replaced by CH2 (Geneva, Switzerland), and so CH2 has become the new pair server of HU1 (Budapest, Hungary). The configs of HU1 were not changed.

Update configs please.
