The next question becomes: How many of the "vote for others" posts were actually a second or third account voting for an account that the same person owns?
That's the thing that's nearly impossible to determine. I'd imagine it would be possible to drill down and see if a specific 'vote for others ' user is bidding for the same user on multiple ocassions.
Also if a person transfers lots of Steem/SBD across the same accounts, they are probably the same person.
But, yes, it is very challenging to determine multiple accounts for individuals. I've found that "following the money" is a great start though :)
