They only come after you if you owe them. They are capable of doing the math based on forms submitted to the IRS (w-2's, 1099, etc.) and will send a bill if you don't file. But, the IRS only gives you a refund if you file and claim it within 3 years of the due date.
It's silly that we even have to file tax forms, it could all be easily automated and save everyone billions but tax preparation is a multi billion dollar business of its own and they like being in business.
