In Caracas Venezuela in the 1990's, when the main investor passed away and the dollar crashed around the same time, the construction was halted on this massive 40 story office complex leaving it half completed. In 2007 during the housing crisis the 3,000 squatters flooded in. Essentially creating their own micro-city, and just left ignored by the government for around a decade.

They pooled money for resources, had water and electrical systems running through the entire complex and even building their own walls to make apartments.
The only entrance is through the 6 story parking garage, and they even had motorcycle taxis to bring the residents in and out.
