The GNU Image Manipulation Program A.K.A. G.I.M.P. is a free open source alternative to paying for photoshop.

RUNS ON: OSX, Windows, Linux

PRO: Its interface and behavior is very similar to Photoshop.

CON: Slow startup and resource intensive.

PIXLR is Google's browser based image editor. It is seamlessly integrated into your Google image library.

PRO: Web based - No installation required.

CON: Not really a painting/drawing solution, just basic photo correction.
