Venezuela Observatory: $440 Million coincidence

I'm not concluding anything here, I just observed that PdVSA spend $400 Million on foreign crude oil.

And as a co-incidence that number is the same as the height of an investment of Shell into PdVSA in December 2016.

So this could be money in off-shore accounts they are using to make some profit to feed the economy from the outside?
I really don't know. If anyone else knows more about any of this please drop a comment and a link.
