Thanks to you I found out about the competitions of @juliank they are very interesting and very practical,
Certainly there should be a company staff that rents bicycles to pick up when the balance is over.
well the point of this business is that the bikes are "conveniently located" literally everywhere, If you used a bike to get home from work, there's a good chance its still outside your house in the morning to use again, or heck nobody is stopping you from parking it inside your own property. But yes I do think the company should be responsible and take some action towards picking up any damaged bikes, however they do not. Thank you for the comment!
