Hell no! Every Sheep should be held accountable for the crime they activly or inactivaly (as a bystander) commited. The lower class shall be marked for life, while the upper class should be sentenced to lifelong prison, or better yet to death by execution. Who wants to produce their water, food, watch over them, manage their vistiing time and so on anyways...
