I believe this is by design. Each location only updates its information every so often. The time shown is the last time that happened, and it will rarely be the time it is now. Test this by checking other locations, they all have different update times, and if you leave it on a location long enough it will update eventually.
The refresh functionality works. You can test that by changing from Celsius to Fahrenheit and refreshing.
But it is not updating at the proper time as the app features says.
Its a bug as its not updating at a proper time as this problem was solved and closed 7 months ago but this problem is still in this app you can check by putting different states please go deep through this.
