Nice to see you contributing again.
Basically your first idea is about filtering the apps but the dormancy period adds uniqueness to it. I like the idea, infact, I like both of them.
Proposal description and Benefits sections are written very well with good detail, keep it up!
I am not sure, whether the implementation will be tough or simple but these features are really cool and I hope that the PO implements them.
