It is an open source decentralized platform for live video broadcasting and the best part it is open source so anyone can contribute to it through utopian.io. Decentralization also enhances the content delivery and it gives an plus to this platform So, there's no competition at all.
Aim of the Project :
The Livepeer project aims to deliver a live video streaming network protocol that is fully decentralized, highly scalable, crypto token incentivized, and results in a solution which can serve as the live media layer in the decentralized development (web3) stack. In addition, Livepeer is meant to provide an economically efficient alternative to centralized broadcasting solutions for any existing broadcaster.
The Livepeer Protocol - a delegated stake based protocol for incentivizing participants in a live video broadcast network in a game-theoretically secure way. We present solutions for the scalable verification of decentralized work, as well as the prevention of useless work in an attempt to game the token rewards in an inflationary system.

This means that any user or broadcaster will be able to send a stream into Livepeer, and it will take care of:
1.All of the processing required to convert it into every format and bitrate so it can reach the majority of your audience across all devices and connection speeds.
2.Distribution of the content to anyone who requests it.
3.Network security from various factors.

There's an project called DLive on steemit is going on , for now which under development and soon they are going to release their beta version testing.
since it is not open source i don't know about their technology stack and technical details for now
but their may be chance that they are using this project in their stack.
