A suggestion to Add an Automatic detection for similar ip on utopian

Proposal

my proposal here is to add a system that detect similar ip on utopian , we can use this system to fight the abusers , and ban their extra accounts , automatically.

Mockups / Examples

well i don't have any mockup for this, since this system will work on the background

Benefits

my suggestion will help us ( utopian ) get rid of the abusers that create multiple accounts , to milk utopian , the system will automatically find similar ip and he will block/ban them , and for abusers that use vpn services , to create the accounts , we can use a report button that only moderator or community managers can see it and if they find someone milking utopian they can report it , and if the user got 5 reports the ip detector will ban his account ,

      But in some country this process will not working.
      Example- In our country we use share ip. That means after turning on-off my data connection my ip will be changed. And the ip i used before, can be used by another person.
      We don't have dedicated ip.
      But your suggestion is appreciated by for those country's who have dedicated ip.

          Good suggestion. As @eftikhan metioned, some countries or areas are using shared ip. And people will share a same ip address when they are at office, startbucks or somewhere like these. I think this system could detect ip as well as other variables like browser cookies, active time etc.
