Fix Two Bugs and One Feature for Busy

1. Comments not on the root level were not being sorted

3. Hide post recommendations from authors with negative reputation
When you visit a post on busy, there is a module on the right sidebar that recommends posts by the author. I added a check to only recommend posts if the author has positive reputation.
