I have to mention though, that this is a rather minor/cosmetic bug. But I understand that with increasing user numbers this little issue can become quite annoying. I think they just forgot to order the subset of offline users by time they were last active.
However, consider to submit such minor issues in the Suggestion category.

You are fully right, in the further course of the game this becomes an annoying situation to select the right users!
