[Steem Curator] - Utopian Moderator Comment Curation

New Feature and associated pull request
Utopian moderator comments provide for excellent curation opportunities but it can be tedious to go through each one of those and find out the ones with low payout and past 15 min. This new feature tries to solve for that problem by providing essential information like number of votes, total payout, age of comment and if the user has already voted on the comment.

Under the hood
src/app/utopian-comments/utopian-comments.component.ts
Dispatches action to retrieve moderator comments. Attaches a subscriber to the comments observable and updates material table data source with the updated state value. Once we have received a list of the comments, we iterate over each comment and dispatch an event to get more information about each comment like pending payout and age.
We also retrieve saved user settings and update the url with preferred site.
src/app/utopian/effects/utopian.effects.ts
Effect handles side effects and intercepts action to get data from service. Based on the data received, it either invokes a success or failure call.
src/app/utopian/reducers/utopian.reducers.ts
Once the data is received for each comment, this code combs through the information we need and modifies the comment object with that.

Thank you for your contribution. Again a nice update to the project. Though anyone can go to the Utopian.rocks website and get the latest info so how it is different to use SteemCurators. Also, it looks like there is a separate code which writes to 'https://auto-upvote.herokuapp.com/utopian/comments', it would be better if you can write about that too.

Thanks for the review. Steem curator makes it easy to curate comments by adding time, votes, payout and currently voted by you information. Utopian rocks doesn't have any of that info. The api used is just a html parser but it has cors header set so anyone can use it. Other peices of codes in that project are the ground work for auto voting and will me made public at a later date.
