Upvote functionality added! Basic voting function added! D-A-CH Support Bot

• What feature(s) did you add?

Added the feature to build up a list of articles to vote, this list is constructed by the community (eg the registered users) that are able to cast one vote in one voting round (1 day).
After this, a comprehensive list of articles will be existing which then can be voted by the voting bot, Iam planning to start this with chron. So that everyday for instance at 8 o'clock in the evening the votes are executed and a new voting round starts.

Also added the feature to show the current list of articles that are already voted for, this is called by ?showarticles.

Added a very basic voting functionality directly out of discord, this is called with ?vote and the complete link as an argument followed by the percentage to vote this with.

• How did you implement them?

Well, basically this is all entries into the SQLLite database that I am using within the bot.
I use this database to store all the entries and also to keep the current status of all members of the community.
It is a lot of checks and a few database inserts and updates.
