The submissions are scored according to predefined questionnaires, and only contributions that receive the highest score will be added the voting round.
i dont get this part.
It means that moderators, while moderating a contribution, use a category-specific questionnaire (found here: https://review.utopian.io/ ) which leads to a score percentage for your contribution, which then gets multiplied by the category "max voting percentage", which equals the voting power @utopian-io will use to upvote a contribution. Unless.... the score's too low, then alas, not an upvote.
