I was able to replicate the reported behavior, the entered tags like you described should be saved with the draft but the reverse is the case.

1. The submission title is just as it should be, enough to give the PO or an intending contributor a hint to what possibly went wrong in the app.

2. The discrepancy between what is expected and what is currently at play is very well explained.

3. The steps you provided were easy to follow

4. Do you know that analyzing what led to the bug and proposing a fix increase your review score? well, now you know ;)
