The voting power on hede.io reflects just as you described. It would not be a nice experience for a curator waiting to reach 100 in order to use his influence at full power on a post.

1. The steps you provided were clear and easy to follow. Well, it was a simple observation so am not surprised.
2. The VP information is negligible when compared to the app's general fuctionality, the app's main purpose is to provide a steem based platform where users can collaboratively add and edit content. The VP details is just an extra feature and does not affect a user casting votes.
3. I see you did not include a technical analysis, neither have you proposed a fix. Adding these to your reports would greatly increase the value of incentive you get. You can consider this in your future contributions.
