Utopian-bot Will not Vote Until Its Voting Power Exceeds 100%

Bot should start voting when it reaches 100%

Bot still doesn't start voting even if it's at 100%

Looking at the codes, the fix may be a simple change of <= to < of the ff. line from:

if (votingPower <= limitPower && !forced) {

to

if (votingPower < limitPower && !forced) {
