Proposal Description
As @ned mentioned in his recent posts, Steemit Update and Steemit, Inc. Blockchain Roadmap and Cost Reductions, sustainability is a big issue for Steemit, or more generally, Steem blockchain. He also pointed out that AWS usage is clearly an issue, too.
Currently, image uploading through https://steemitimages.com does not consume any RC (resource credits). This is extremely vulnerable to image upload spam, which can incur huge image hosting costs.
Uploading images should also use RC or equivalent.
Of course, I believe we should be more generous to newbies with 15 SP (currently we're too harsh), so the amount of RC needed or whatever should be carefully decided. But in any case, free of charge? No way.
Just in case, I'm aware of that steemitimages.com isn't part of the Steem blockchain. But they're very connected. First of all, you need a Steem posting key to upload image to steemitimages.com. This actually means we can easily fix the problem, since it already requires the posting key, so we know who's using resources.
In sum, uploading images should also use RC or equivalent.
Mockups / Examples
While I don't want to bring screenshots or mention account names, we all know that there are many spammers who upload spam images on their posts.
But uploading image is free! It doesn't consume any RC!

This clearly doesn't make sense. And you know what?
Even if uploaded images are not finally submitted (as a post that includes them), they are still there forever! I'm not sure if Steemit can host them forever :)

thanks for the contribution. Unfortunately your contribution cannot be accepted because it doesn't cover any abuse topic on the blockchain.
The whole post tries to explain why image uploading to steemitimages.com should cost Resource Credits even though steemitimages.com is an extern image hoster. Images are not stored on the blockchain, only the links to the images are. Because of this they don't cost extra resource credits.
Nevertheless there has not been made up any connection to real abuse issues. Please see the guidelines to gather more information about the Anti Abuse Initiative.

Thank you for your reply. Of course, I know images are stored off-chain, as I stated in my post "AWS usage."
I understand the policy if it should be related to the blockchain itself. (Well, still link is stored in the blockchain) I'm totally fine with no utopian reward. I'm writing this post for precaution. I'm trying to help Steemit.
Whether this is a serious problem or not, we don't know without the real data which I don't have any access (I guess neither do you). But I strongly believe that this is an important issue. Steem should thank that there is no exchange that allows short position in my opinion :) If there is, well this place will turn into a hell. I'll make another post about it.
By the way, I also have questions:
I agree that the cost factor of the image hosting is most probably significant for STINC but this is not related to abuse. Abuse is according to the guidelines stuff like plagiarism, Copy/Paste or comment farms.
So if your post in mind discusses precaution of such abuse it would fit into the category.

I don't think it can be submitted for the "ideas" category as they require the project being open source.

The whole Steemit blockchain is open source. Steemitimages.com is not.
I understand. But it's related especially in the sense that RC is part of Steemit, not Steemitimages.com. Also, as you know, to use Steemitimages.com you need to have Steem posting key. So if you don't mind I wanna resubmit under "ideas" category. Thank you.

현재 스팀잇의 지속가능성여부가 큰 이슈가 되고 있습니다. 이미지 호스팅등에 쓰이는 AWS(아마존 웹 서비스) 사용료도 큰 문제인데요. 현행 시스템에서는 이미지 업로드가 완전히 무료입니다. 이상태로는 지속될 수 없다는 취지의 글입니다. 물론 현재도 글 쓰기 조차 많은 어려움을 겪고 있는 뉴비 분들을 위해 정책을 신중하게 정하라고 했습니다. 이런 글도 유토피안이 받아주는지 궁금하네요^^
이미지가 오프체인인것과 (그걸 모르는게 아니야ㅠㅠ) 현재 일어나고 있다는 증거가 없으므로 유토피안 보상은 없다고 하네요. 돈바라고 한건 아닌데 좀 시야가 좁은듯. 저는 스팀은 숏포지션이 안되는 것을 천만다행으로 여겨야 한다고 생각합니다.
초기의 유튜브가 손해를 감수하면서 온갖 비디오파일들을 받아준 덕분에 유저가 많아졌다는 걸 생각하면, 스팀잇도 아마 '언젠가는' 많은 인원의 유입을 통해 이미지 업로드 비용을 상쇄하는 이익을 얻어야 할 것이고 그 때까지 버틸 자금도 필요하지 않을까 싶습니다. 그러려면 코인시세도 어느정도 선에서 안정적으로 유지가 되어야 할텐데 지금 시점에서는 다소 걱정이 되네요.
임시 저장소를 만들었다가 일주일이 지난 게시물에 한하여 AWS에 영구 업로드 한다든지, 이미지 파일크기에 비례하는 RC나 스팀소각을 한다든지..하는 이미지 업로드에 대한 대책이 조만간 나올 것 같네요.
네 사실 aws비용은 블록체인과는 달리 아주 큰 비용은 아닐가능성이 높습니다. 말씀하신대로 잘 이용되기만 한다면 이익이 비용을 상쇄하고도 남지요.
하지만 포스팅을 하지 않아도 그냥 저장되어 비용이 나가는 현행 시스템은 분명 문제가 있다고 생각합니다ㅠㅠ
저도 스팀잇 이미지 호스팅 서비스를 유용하게 잘이용하고 있어요. 그런데 aws 서버비용 문제는 생각해본 적이 없네요. 스팀잇에서 비용 문제로 갑자기 이미지 호스팅을 중단한다고 생각하면 끔찍하네요.ㅎ
