I feel like there could've been other ways for the bootleggers to make alcohol from grain and fermentation instead of stealing 60 million gallons annually. The government has been fucked up since it's inception. 10,000 alcoholics isn't as bad as the millions of natives killed in genocide for the land the US sits on today.
