The UN's 'Digital Cooperation Panel' and our doings....

Understanding the vast expansion of digital technology worldwide, the UN Secretary-General has announced the formation of a high-level 'Digital Cooperation' panel on July 12. The Secretary General explained the purpose of its composition through the news through the video message itself. This panel has been co-chaired by two, Melinda Gates, the second largest member of the Bill and Melinda Gates Foundation, and Jack Ma, the head of China's Alibaba e-commerce business. The number of members of this panel will be 18 and two will be as office-bearers. The Secretary-General hopes the panel will work for nine months to give a report to him, which will later create an outline of what will be done by different countries with digital technology.

Soon after the announcement of this panel, there was wide discussion and protests in the world for the inclusion of this panel member and its purpose. Many think that this panel was not prepared in the proper process with everyone's opinion, and many of the members of the community, who have experienced many of their experience in the disadvantaged countries, are not able to achieve the main objectives of poverty reduction and SDG.

Digital Bangladesh's policy makers and staff need to understand this issue well. The major challenge of the IT policy for Bangladesh in the coming days is its implementation. If there is a universal obstacle to the wrong decision behind the collaboration, then at the threshold level, one of the implementing countries of digital technology will be involved in a wide range of competition with others, from which it may even become difficult to come out.

We have to go back a bit to understand the reason behind the criticism of this panel structure. After the collapse of the Soviet Union or after the end of the Cold War, when capitalist countries were forced to open the doors of information technology all over the world, they were very alert from the beginning so that their facilities were accounted for and the control was left to them. Especially because the number of poor or disadvantaged countries is high, they should not be able to showcase their fingers by making all the advantages of their own innovative markets by giving them all the benefits. But Malaysian Prime Minister Mahathir Mohammed has been left out In 1997, in Canada, an international conference was held in exchange for information technology information, known as Global Knowledge Conference. In the conference, several countries including the World Bank and the United States, Canada, stand for the sake of establishing control of some of the most influential information technology companies. Basically, Cisco and Microsoft were the main reasons for this bias. In the US, Microsoft was in favor of pressuring the market to expand its software business in the country and in weak countries. Apple and the PC market agreed with the new pressure started. A tough market situation by creating high operating costs, network market expansion and internet control. Mahathir, in Kuala Lumpur, was organized in 2000 in another conference named GK-2, which recommended the creation of an international organization called 'Global Knowledge Partnership (GKP)'. The World Bank took control of the Secretariat giving its control. In March 2001, the secretariat was established in Kuala Lumpur by bringing it out of the World Bank at the first annual meeting of GKP. Basically, the advanced world on the question of technology usage in this meeting is also divided into world. It is led by GKP president, who is sympathetic to the disadvantaged countries of Switzerland. As a result, the US government and its renowned information technology companies, including the World Bank, have begun to eat. These sixteen-seventeen years have been keeping their anger under control. Because they have already given a lot of discount. The United Nations has announced the Declaration and Commitment of Information Technology for the development of the leadership of Kofi Annan, in Geneva and in 2005, in the summit for formation of two-phase world information society in Tunis, which all countries have to accept. JKP was beside the United Nations. As a result, ignoring the bloodshed of many developed countries, the fundamental principles of the economy have been created in digital collaboration, the rule of Internet rule has been largely exempted from the United States company, which has resulted in the expansion of digital services worldwide, Bangladesh is one example.

Now, in almost all countries, the capacity of the information technology service sector has increased, their policies have been implemented and implemented. Country like Bangladesh has expanded the technology services in space. A huge local market of mobile phones and wireless communications has been created, and the expertise of the capitalist system has become unlawful in the way the expansion of the service sector is being done efficiently. As a result, it became tantrums to the United Nations, and it became imperative for them to form a 'Digital Cooperation Panel' in the court secretly.

Everyone knows Melinda Gates is the wife of Bill Gates and the Deputy Chief of the Gates Foundation.

They provide monetary donations in different countries of the world, mainly in education, health and agriculture. But many people do not know that the biggest allegation against this foundation is that they have never donated any innovative research to poverty alleviation. They spend a lot of money in the development of the US higher education sector, but they have no sympathy for developing the education of developing countries. They do not fund the study of poverty reduction and poverty funding. Many believe that this foundation is actually more considering Microsoft's business interests.

The idea of ​​Jack Ma, another co-chair of the panel, is that the financial considerations are the main focus of its organization and the strategy of investing local innovations in different countries, he is embracing Aliabaya, which is misguiding the youth to give new enthusiasm a commercial shape.

Other than those who are in the panel, some of the ministers or commercial advisers of different countries There was no representative of any disadvantaged country in this panel. Digital Bangladesh could utilize the experience of this panel where it was appropriate to include a representative of Bangladesh government.

This panel will start work from September and submit a recommendation report to the UN Secretary General on a nine-month period. The fear is that these recommendations should not be given to the main framework by bringing commercial thought to the development thought areas. Bangladesh must take a stand on this issue and keep the special attention of our diplomats in understanding.
