The reason why we need to study other languages except english

WHEN I was 21, I went to Europe for traveling with my friend and this episode happened in Spain.
It was June(not exactly) and it was so hot. and we saw bicycles by the roadside. (It seemed like we needed card or something to use those things.)
As I said, it was too hot to walk around to do sightseeing so we tried to use those bicycles.

I asked to a man who was walking the street " Excuse me, how to use these bicycles?"
The man said "sdfjlr sdjflsd sfjsdl " I asked in English but he answered Spanish
I thought 'what the hell??'
I asked "Can you speak English, please?"
He answered "THIS IS SPAIN!!!"
