Through the use of a proxy company called "Western Rivers Conservancy"
A company here in the state of Oregon that goes around the state looking for the opportunities created by the near shut down of the states primary economy by over regulating. With an eye for communities near insolvent, that have lands with water attachments.
The idea is to privatize the land so the federal government can use their funding threads without technically breaking the law .. The problem is that under article 1 section 8 clause 17 restricts the federal government from acquiring lands especially with resources on them. Their claim is that they will protect the lands for future generations and attach them to the Scenic Byways. Sounds good right? .. Scenic Byways is a UN Agenda 21 term.
