 At the meeting of the Parliamentary Assembly of the Council of Europe in Strasbourg, Secretary General Thorbjørn Jagland stated that the Russian Federation should not be excluded from the Council of Europe, as long as it does not violate the main articles of the European Convention for the Protection of Human Rights and Fundamental Freedoms. 

Jagland noted that Russia and other "problem" countries should remain in the Council of Europe until they violate four principles, from which the state can not deviate even under extreme circumstances: the prohibition of the death penalty, torture, slavery or forced labor and extrajudicial punishment of convicts. According to him, these are the most important values of the European community, which determine her soul. All other violations of the principles of the Council of Europe are not of such importance. That is, the annexation of the Crimea and the occupation of part of the country by the Russian Federation, the shooting and torture of the Ukrainian military, torture and hostage-killing and other crimes of Russia in the east of Ukraine do not matter. Western liberal diplomacy is not even able to articulate a firm position on the main aggressor, let alone any resistance and decisive actions.
"However, this does not mean that everything else can be violated. If there are violations of other articles and a systematic reluctance to correct them, a member state can apply to the European Court of Human Rights," the secretary general said. 

According to him, the main idea of the organization is to protect the rights of citizens, especially in countries where the convention on human rights and the ECHR "is the last hope" and in preserving the common legal space in 47 countries, including Russia. All for the sake of people. 

It is worth noting that on October 11 the Parliamentary Assembly of the Council of Europe adopted a resolution on the need to regulate the rules of participation and representation of countries in the bodies of the Council. In less than 4 years, the Russian delegation is planning to return to the courtroom and give the right to vote. October 20, Jagland had already discussed with Lavrov the question of Russia's participation in the work of all Council bodies, and after the meeting promised that the Council would consider lifting sanctions for aggression against Ukraine. Analyzing the above events, it should be noted that Russia continues to actively and fairly fruitfully lobby its own interests through the so-called Western "politicians-sixes". 

While Russia by any means tries to return to the political game of Europe and hush all the consequences after the annexation of the Crimea and the occupation of the Donbass, the policy of the Ukrainian authorities looks simply hopeless and, it seems, a sham. Take for example the law "On the occupied territories". Yes, Russia is finally recognized as an aggressor, but no concrete and decisive actions against it are even planned. Friendship with Russia continues, economic relations are not dissolved, and the rulers of the country continue to trade with the aggressor. Ukrainian politicians do not want to win this war. 

While the real Ukrainian patriots will not come to power, step by step Russia will receive small victories, and short-sighted Ukrainian diplomats will frankly ignore the frankly screaming situation in their own state and adopt ridiculous and sham laws.
