17 are major nations, Israel makes 18, rest = islands. It's a 2016 interview, but the talk is of it listing sniper tactics (which would be relevant in today's genocidal killings of protesters).

UK, Germany, France, Italy: You can't protect your people with Censorship. Censorship only makes the problem/corruption worse. Everybody knows communications/free speech on troubled subjects is the only way to work through the problems to achieve a mutually agreeable result/understanding.
