we're talking about "the" state in a work of sociological fiction, a gedanken experiment akin or after masters like Ursula Le Guin or Jack Vance
the state is not a government but a body in which the citizens and all the subsystems reside. It's not something that got started randomly by gathering a geopolitically predefined patch of existing disfunctional humans who live in the same zone because they do and not because they chose to
That state did start with a bunch of people who wanted certain rules, might not be the gov but always someone is or was in charge. That state kept them safe or gave some benefits. The only problem here is that other states of citizens do a better job improving their environment and refusing to care about the others... if everyone, everybody, subsystem would decide to join hands, to clean up, to change and care about the group it would be a better place, instead of hell on earth to most except a few... but most are egotrippers and don't care as long as they make it.
