The claim stems from a case that occurred in the Bay Area and involves a minor sex worker when he was chief of police in Richmond, California. The 20-page judicial document was named by Chief Chris Magnus and current Chief of Police Allywn Brown. He also appointed a half-dozen officers from the Richmond Police Department. The applicant is Jane Doe. However, she was identified as 19-year-old Jasmine Abuslin of Richmond, California. Abuslin admitted to having sex with at least 30 officers from various departments of the Bay. Everything happened while she was a minor. In return, she was protected against arrest and prosecution.

Chief Magnus was named because he was the chief of police during the period from 2006 to 2015. He is being prosecuted as an individual and as a leader. According to the claim, an agent was the school resource officer where she attended high school. At first he gave him information, but then he became sexually active. The claim indicated that Chief Magnus and the current leader failed and refused to properly investigate the officers of the Richmond Police Department, they took no corrective action against them and allowed them to remain employed .
