Fascinating topic you explore and I will need a reread this because this stuff is crazy, Percy. It's ominous to think such plots go on in private, wealthy circles.
I'm sure there are wealthy folks who are genuinely worried about the planet and seek to do the right thing by it and its inhabitants however I fear most are just evil scum who want grab everything they can for themselves and create a system that ensures that never changes.
