People discussing the subject is a start. You're right about humans however I have to believe that is a minority of evil deviants. It's a difficult subject that people tend to have a problem discussing. People caught up in the reality of it find it difficult to accept it happened to them or their children and a shroud of shame is draped over them.
That alone helps the scum that commit and cover up the crimes.
