I was reading about this yesterday on reddit and people were discussing the 13 tattoo on his neck, it's hard to tell but many people think it was just loose skin bunched up on his neck. Regarding Gene I don't think that's him though they do have some resemblance. I have yet to see a straight on photo of the shooter, the one you posted is the only one I've come across.
