Actually witnesses control the price of SBDs. One of their jobs is to take whatever measures possible to keep the peg intact.. so when SBD prices get higher, witnesses start to payout users with higher amount of SBDs. That way, the demand of SBD in market shortens and Supply increases and SBD comes back to 1$ value..
