well don't blame the president. He choose someone who can be confirmed by the Senate without much battle.
That does seem to be the consensus among the people I listen to. And it is true that the midterms are just around the corner. He isn't well served if he proposes someone, the Congress drags its feet, and then he loses the Congress and can't get anyone through.
