Setting out with the excitement of seeing the bridge of your dreams, only to find yourself blocked by pouring rain and bureaucratic complications, must have been truly frustrating. I imagine how stressful it was to have to face the wet road, seek shelter and find a way to reach the destination anyway. But your determination and ability to adapt to adverse circumstances is truly admirable.
