Why are the garden and the palace actually administrated by two different instances? And 1 of those is 500km away!? For me that doesn’t seems to be logic, but the explanation probably is?

Yes, @guchtere, the question is very good and that is something I did not explain initially. The University of Sofia is something of a national institution, being the first and for some time during the past, the only university in the state. So the state gave the Uni the ground with already a garden on it as something of a national treasure that was judged to be in the competence of the Biological Faculty of the University. The ground with the structures on it remained again national property, but governed and administrated by local authorities. That is the sense I make of it but I am not completely aware of details.
