Up and downhill. I assume the weight of a person would also affect the speed? Is that correct
If the boards engine power is high enough, plus if the board actually controls its speed and not the power input -> no.
But it is very likely that these two "ifs" are not fullfilled for these boards, so you are right.
Its top speed is around 32km (flat road)

It made it uphill on Baldwin street, I don't think anyone is brave enough to go downhill haha
